Somehow the western teams not named USC seem systematically undervalued. There is no way Utah should be 12th, TCU 22nd, Boise State 23rd, Oregon 27th and Oregon State 33rd.

Are you honestly joking? Seriously, I hope you are because if you're not then it clearly shows just how flawed your system is. Utah 12th and Alabama 8th? Really? TCU 22nd? North Carolina 6th? HOnestly, I think your system is in dire need of overhaul. No offense but I think it is the worst ranking list I have ever seen in my entire life.
